For making nirnhoned you need "fortified nirncrux" for armor or "potent nirncrux" for weapons. Nirncrux can be found in nodes (void ore, nightwood, void cloth) and on mobs that drop leather. While both weapons increase your overall weapon damage, the main hand weapon increases your weapon damage by its full value, while the off-hand weapon increases that number by only a small part of its value.
